After a lengthy discussion with vBulletin support, this is the only way to correct the time issue if you are still having it. This problem is cause by an error in in one of the templates in an older version of VB, it inserted some incorrect values into the database or something.

Anyway here is how to fix it:

Go to you User CP Options --> HERE (http://moi-alizee.us/forums/profile.php?do=editoptions)

Scroll down to the Date & Time Options

Under "DST Correction Option:" select "DST Correction Always OFF"

Save your settings, then if you wish, you can change the setting back to automatic and save again. The forum should updated correctly next year when the time changes again.

Cool, thanks for that tip about changing it back. I had already selected the always off. And, the time used to be like 9 minutes off or something like that a while back, but it looks pretty close now.
