Depends on the language, and what you like. DVORAK is probably the most efficient layout for English because you hardly have to move your hands because all the most commonly used letters are the home row keys.(the ASD... row of keys on the QWERTY). AZERTY is better than QWERTY for French, even more efficient for accents than the French QWERTY layout I am using. And computer programmers often prefer the standard American QWERTY keyboard, which has no accents but the symbols used in programming are easily located.
But ultimately it comes down to the typist, I know people who still prefer the 3 row QWERTY layout found on older and portable typewriters (you have 3 symbols per key, instead of 2, and instead of a shift key have a symbol and a capital key). And actually even though I use it, I know the QWERTY layout is far from the best, like RMJ said it was designed for inefficiency to stop fast typists from jamming typewriters and it has been said that randomly placing the letters on the keyboard would yield a more efficient layout than QWERTY. But it all come down to what you are used to, which is why the DVORAK keyboard actually designed back in the 30's, has not yet replaced the QWERTY for English. Even though it is extremely more efficient, even having designs optimized for left and right handed typists.
World record
As of 2005, Barbara Blackburn is the fastest typist in the world, according to The Guinness Book of World Records. Using a Dvorak Simplified Keyboard, she has maintained 150 words per minute for 50 min, 170 word/min for shorter periods of time, and has been clocked at a peak speed of 212 word/min. Blackburn failed her typing class in high school, first encountered the Dvorak layout in 1938, quickly learned to achieve very high speeds, and occasionally toured giving speed-typing demonstrations during her secretarial career.
Now doesn't that just blow your 70 words per minute on a QWERTY right out of the water.

I don't know how to type it in chinese, but it's pronouced: Puuk Guy
it's some sort of insult, but I forgot what (I assume it's mandarin chinese?)

Dvorak FTW.
And it's not that hard to type accented characters on a Mac in any layout. Just alt+(accent symbol/usually on the vowel keys) + letter. So é = alt + e and then e again. No silly ASCII codes. Yipee!

Okay, so I decided to bite the proverbial bark and give AZERTY a try. Even Dvorak on a Mac makes typing the accents in French too slow. There's only one problem. This layout seems to be designed to induce pain in a Dvorak/QWERTY typist. Do you guys know of anywhere that teaches the AZERTY layout? I think it'll help if I fully decide to learn French.

Chrelion - The Rosetta Stone software includes some typing instruction in which an AZERTY layout is displayed as you type. I find it to be pretty effective.

I'm sure I (as well as anyone else) can learn AZERTY with lots of practice, but why learn a different system when I'm extremely proficient at QWERTY?
Plus I have a mac, so I can type accents as if they had their own key.
