I don't think that she is popular there, but maybe she's just testing out new waters? I don't know though.

I might be going to Spain in 2011 with friends. Hopefully I can work my way to France.

There won't be a tour in 2010.....trust me.
Don't get your hopes up. It's not going to happen.
The time to organise a tour would have been leading up to and during the release of UEds.
That didn't happen and it won't now.
Not this year anyway.
