That's right, but the law doesn't make the paparazzi work at a beach morally.
Edit: Maybe the beach she goes to may be owned by someone and this way he can declare it in some cases "private", even if it's free to use for everyone. (someone who owns the beach makes money with cafes or toilets or something there). Guess not every beach is property of the country.
