I lived in Italy for more than three years and have visited the major European cities (Rome, Milan, Venice, Paris, Frankfurt, Salzburg, Geneva, etc.) at least a couple of times. Europeans, in general, tend to dress more casually (no jeans and t-shirt) even when going to a mall or market. The same is true even in smaller cities. You wouldn't see them dressed like people at Wal-Mart or other malls.
