Is it not that radio stations throughout the world need the artist in question (i.e. Alizee) in this instance to have a licencing agreement with that country to enable them to play a song?
I would imagine that commercial stations have to pay a small royalty to the artist in question everytime they play one of their songs? If Alizee doesn't have a distribution deal in Poland (or other countries) then they cannot play her music without infringing copyright.
Indie radio stations probably don't care but i think it may be different for mainstream commercial stations.
Or i could be completely wrong :-)
