I don't exactly think she is in great need to fully learn the English langauge though. Despite Mylene's terrifying English lyrics she made Alizée sing in MCE, Alizée has been able to easily get her point across to her fans on both the internet and during concerts. And to be honest, she doesn't need a great knowledge of English when she is out of the Limelight for 8 months out of every year.
For example, I am not going to pay for grueling Spanish classes if I was to only need to speak Spanish for 2 months in a mission trip to Mexico, especially when I would have several well-equipped translators with me.
The same goes for Alizée, she will always have a translator everywhere she goes outside of France, so why push herself to fully know English? Most of her fans only care that she can sing....
