Though there can easily be others who sound like this, it certainly could be Alizée singing.

Edit: After listening to the full clip (well, ten seconds), I express less doubt that that is Lili. I think it's her. How? I have no idea.

From 0:16 to 0:18 it sounds like she is saying "qualité belle." That isn't correct, though, since "beau/belle/bel" is one of the adjectives that comes before the noun it describes. Hmm..
