Well, maybe that would be a way to cheat, clearing cookies and changing IP address, except that as for the address change part, probably most people can't change their IP address. Doing the disconnect/reconnect or release/renew will not work because when your computer asks for a new IP address, it will just ask for the same one as it got last time. Furthermore, if you are like me and many other people, you are using a router/DSL modem/whatever, with network address translation; so you would have to get that device to request a new IP address.
As for Alizée voting for herself  these guys have no idea. She probably doesn't even know it exists.
