The two letters on the left are pretty clearly visible (remember Hebrew is right-to-left, so these are the last two letters) and they look like resh-vav. The blurry letter on the right looks like it could be either an aleph or a shin.
I don't actually know any Hebrew, just the alphabet, so I don't know what word shin-resh-vav or aleph-resh-vav could be. Any Hebrew sholars here? I would say definitely not Mexico and why would she tattoo that on herself in Hebrew letters? LOL another Alizée mystery. Edit: Wait, that's not a resh, it's a heh. AH! I have it! The last letter might not be a vav either, it might be a nun -- I think that might be her brother's name, Johann, in Hebrew, J-H-N. Maybe?

I don't think it's JHN or even Hebrew for that matter.
I believe it's Elvish Tengwar. I'm not very fluent, though this is my best translation. "One Alizée to rule them all, One Alizée to find them, One Alizée to bring them all and in the darkness bind them"
