A bit different situation here. I also need something in background, TV, music, anything that makes noise (to some extent). However it can't be French, apart from music that I already know. In such case, I start to focus on French and try to understand what's going on. I just can't let the French sound flow, I have to understand it. And this operation (still) needs focus in my case.

LOL well, the next step is to actually learn the language. It's not all that hard for a native English speaker.

I think everyone can learn a second language, it's just a matter of whether someone's mind let's them!

Of course everyone can learn a second language. And if really want, third language isn't very hard to learn. For example, I'm native Finnish speaker. I've studied 8 years English, no problem. That's quite easy to speak. And now, few years I've learn French. Little harder, but not impossible. Just have to trust to myself.

Not really.
I've always reacted to foreign languages as "oh, that's not English... well I suppose while I'm here I'll try and listen for cognates" Now that I've studied more Spanish, French, Italian, and German, the only thing different is that I recognize which language is being spoken much faster. So really, no.

I was born in Korea, so Korean was my first language, but I picked up English very quickly even before I started school here in the states once I moved here. In high school I studied Spanish, with no real interest in it, but after 4 years of it, a decent amount has stuck. Now that I'm in college though, it sucks because I don't have the time. My brain is too full with other stuff to try to fully take on learning a new language.
