Actually this hand gesture is used alot in flamenco dance, heres a link to a video and we know that she practiced flamenco dance

I agree with Turin on this one in that it is just a choreographed hand movement that comes from dance. I don't think it is supposed to have any special meaning other than helping to emphasize how dead sexy Alizée is.
