Not to detract from the overall topic (Tania), but I have been following the net neutrality debate for years. What Virgin is suggesting in the UK was suggested in the USA a couple of years ago by a couple of ISPs but shot down. The issue is being watched by Congress.
Several months ago Comcast started throttling Bit Torrent network users. They got in so much hot water they have promised to find a different way of ensuring everyone gets reasonable access (while preventing a couple of bandwidth hogs from hogging the entire pipe).

It's already being implemented.... sadly. Microsoft has done something like this already for Vista users.
It's more than just one company already, they're all in on this. Given that the majority of the media is owned by only 6 major companies, none of them will be too far behind one another.

I've seen a few of these videos so I decided to google this chick and see what comes up. Apparently, she pulled a similar stunt where she promised 40,000 blowjobs to applicants who signed up on another website. This was also a hoax and publicity stunt. I wouldn't get your hopes up on the new site. It's probably a trick to get other to unknowingly sign a petition for their agendas.
