Probably because the United States has a higher population. Although it's not 10x the population, more like 4.7x… maybe they take into consideration the high amount of music from the US that gets sold in other countries as well.

I guess that'd make more sense.. I mean, the standard to get just the Gold in the US is the same standard as it is to get the Diamond in France.
