i even hear it in the S sounds .. in that fun tv interview she sounds way different than Lucas (i think so anyway, but i don't speak french at all)

That IS a rolled R indeed, not scratched! . But it's exceptionnal, she had too much saliva in her mouth at this moment . That can happen... Listen to all other Rs. That was an exception that confirms the rule

As I said, It's really rare..

I hear it sometimes on TV too, but ONLY on the france french shows, never on the canadian ones.

i don't mean rolled, just that it sounds different to me. like instead of an sssss sound she will say sssshh. it is very possible that I am just paying closer attention to her instead of Lucas

Often the "r" in French is an uvular (in the throat) fricative which is much different than the "r"s in English which are approximants (sounds made with unobstructed air flow).
