Are you talking about the "IXth district" thing? This isn't the first time that's appeared. Or are you saying that "the right bank at the edge of the IXth district" really narrows it down a lot?

The edge of the 9th is a big one. You now know she probably lives with in 2 blocks of the border. I would suspect she lives on the southern border of that district. Now the three pictures we have of her on the street. The Cafe sipping on a drink, the one where she lets the photographer know how she feels about his attention and one of her talking to friend while carrying Anne Lee. The first two are going to be the easiest to locate.
Find those locations and your probably with in 4 blocks of her apartment.
There are strict height requirements for buildings in Paris. Only in the last twenty years or so have the height codes been loosened.
He states that she lives in the Pent House and it "over looks the roof tops of Paris." Now all you have to do is locate any apartment buildings with a height over 4 stories. Can't be more than 15-20 in the 16-20 square block area. After that, researching who lives on the top floors.

I think you can buy manga books in most larger cities.
Here in Oslo in Norway I have bought around 15 books or something.

Also I bought an really good American comic named "Bone"!

I got into watching a drama series that was originally based on a 'manga' version. It's pretty interesting. I have the final two episodes on DVD but getting all the preceeding items are going to be expensive; at least I got to see them on veoh:

Here in the U.S. they're very popular right now. You could go to any book store and they'll have a huge section just for manga. When I went to see my mom's family in Brazil 5 years ago anime & manga seemed pretty popular although I don't know what the status for it is today though.
As for Bone my brother had a lot of the comics when he was younger. :-D

Hehe, I loved Bone so much that I bought the one volum edition which included everything

I want more from that author
