That photo was found quite a while ago. It was decided it was most likely not her, because her father, who took the photo, has more shots of a woman in the same bathing suit. And in those shots, it's clearly not Lili.
When Jo was asked if it was Lili he simply said "maybe". So...we don't really know for sure.

To me that is clearly her.
At the time when she had long hair, she was winning drawing contests, travelling to exotic islands as prize, etc... Edit: Let's see... We have this pic:  A little turn...  Some zoom...  A haircut... I think she looks too young there, the person in the bathing suit looks more "developed". Possibly it could be from one of these periods in her life:
   Maybe between MCE and Psych when her hair was long?
