they used JEAM instrumental, so my "question" for thinking is...

1. Producers asked Universal Music for permission to use JEAM instrumental (cause Gourm. and MCE are under Uni. Music)
2. Alizée has right for her music, and she gave permission.
3. Producers did nothing, just played JEAM instr. from single CD.

whats your opinion, which from these 3 options are most real?

Typically a show will contact the performing rights society that represents the writer/publisher of the song and simply pay a fee.

You can read up on how this is all normally done at the following sites:

USA
ASCAP
BMI

Mexico
SACM

France
SACEM

For instance, if you search ASCAP's database in the USA for "Farmer Mylene", 62 songs will come up. All of the MCE songs are there as well as some of Mylene's. It shows they are licensed through SACEM. These organizations work together to make it easy to license and pay for the use of music, as well as making sure the writers/publishers get paid.

These organizations work on the behalf of the writer. (Writers usually pick one and become a member.) For broadcasters such as TV and radio, it makes it much simpler to license and pay for the use of music, rather than having to try to find and contact someone like Mylene to use her song. This way everyone gets what they want in a timely fashion and everyone is happy.
