I'm an old man. I don't do cell phones and i don't do text speak

Someone just sent me this today.... ^^
Put me out of my misery and someone please tell me what it means??

Believe it or not here in the UK the Government are talking about allowing Text Speak in school examinations.

They could start a conversation with something worthwhile to both parties that would then blossom into a proper conversation...

But instead he/she sent of all things, "^^," was the most intelligent thing that he/she could POSSIBLY think of.
