He's no bum. He's part of the mega fan clubs they have in Mexico and was pre-selected to sit on stage. All of the Mexican Psych concerts had someone sit on stage for this song, most from fan clubs. This was the first Psych concert in Mexico City.

im not sure about the rest of Europe, but i think its at least a South-West European (France and Spain) way of greeting, because the we Spanish/Hispanics do it as well
