Still a tough one. I'd say Leon. Jill is a BSAA agent, so she isn't always fighting humans. Leon has a lot of experience in human and non-human combat, so that point goes to him.

Also, he isn't a huge dude, so he is still quick on his feet, so Jill's size wouldn't give her that much of an edge, as it would against say, Chris Redfield. So another point for Leon there.

So I'd say Leon

Just playing Devil's advocate here, but according to the RE universe, Jill was a member of Delta force before joining up with STARS. And if it is RE5 Jill, she was climbing up walls, jumping around and being all acrobatic gymnasticy.

Well don't forget, Leon also had crazy training, which they never go too much into. So who knows who trained him. And if you watch RE Degeneration, Leon has some pretty crazy free running skill cause of his training. Jill was infected when she had her crazy skills

So Leon is on par with Jill for acrobatics, but for him it's natural skill. Jill needed some crazy jewel thing stuck on her chest
