The POPASIA and Alizee Hub were combined to form ONE Hub a while ago. It seemed pointless and a lot more work for me to to have two Hubs with the same people in them! That Hub is still active and has been in continuous operation since 2003... it has NEVER "closed" despite claims to the contrary.
The procedure has changed to register with the Hub in it's new location: simply send me a private message through the forum and I'll get back to you with the instructions. Sad to say the Hub's server was attacked last week so I've got to play it safe and bring new members in (or old members back) on a case-by-case basis.
We still have over twenty terabytes of the "good stuff" including one of the largest collections of Alizee anywhere. Thanks for asking!
