- does anybody happen to know the when/what for/where this was?

She is her makeup person. She is supposed to do that.

Yes, that's Bilitis, her make-up artist. She's still with Alizee, at least during the Psych tour through Mexico, anyway. Maybe she will accompany Lili again for the next tour.

As for the JEAM outfit, notice it's with pants. This is sometime after her short leggy revealing earlier shows. I can't recall what interview it was, but Lili said she still has those famous thigh-high boots.
