i thought for sure ive seen this before. turns out i was wrong. i discover 'new' videos of her everyday

That's probably because their are 4 Top of the Pops Moi Lolita performances. This one is from 27/10/2001, and looks to be the Benelux (Belgium, Netherlands, Luxembourg) broadcast being that the German broadcast had a different station id.
