The sign says "tu es belle" to be exact.

But yea, it's one of my all time favorites from the concerts. She's absolutely adorable when she is about to burst in to wild giggle. But somehow, she manages to keep it down and continue. Only small change in her voice is hearable and the smile on her face. She was really close to lose it totally.

RMJ was referring to the statement of bird's where he was infering that his listening to Alizee was weird because she was French (would have been the same situation if you replace French with any other foreign nationality, it's just foreign and unusual and some people frown on that out of ignorance). RMJ said it in quotations to show it was a previous statement and not neccessarily one he himself was agreeing with.
