Generally I am successful by dropping the Video Hardware Acceleration settings.
Display properties -> Settings[tab] -> Advanced -> Troubleshoot[tab].
Normally you will have to restart the video after you change the setting.

aFrenchie pretty much told the solution.

MPC can do it, for example, or VLC. Either from some meny or with keyboard shortcut.

Or simply pressing printscreen key and pasting it to image editor. And this works with any player. But you must make sure it's not using Overlay mode to render the image to screen. It won't work because it draws it directly to screen without first drawing it to memory (and printscreen captures only screeen that is stored in graphics memory at that very moment). So you must change it to use something else than Overlay mode. In MPC it's located in:

view -> options -> playback -> output -> directshow video

VRM9 (Renderless) works fine, for example. Overlay Mixer is the fastest mode but like said, you can't capture frame from it by using printscreen. Use Overlay Mixer when watching videos IF other modes seems laggy or has some other problems.

And of course that's not how I do it... But that's whole another story.

But the method above is easy way to do it.
