how to make a torrent?

i was wondering how you make a torrent of a file u want to share, or whatever you call it....

You need to download one of the client programs. The program downloads torrents as well as makes them. When you make the torrent file you either pass it on to someone or upload it to a torrent tracker like torrentspy.com etc. utorrent and azureus are probably the most used clients.
