I don't think this is so much about poor math education as it is about poor/lazy notation in the problem. I'd be interested to see what people would answer if instead the notation were explicit, as it should be:

Chosen the wrong University? I dont know why anyone would be seeing this for the first time on the college level, you should have seen this at about 4-6th grade depending on your state!

alright I'm staring at this like an idiot and I have no idea how to solve this task in the way to get the wrong answer... well the one I assume is wrong...

And this confuses me even more that I nearly start to doubt my choice...

Just depends on when you use the 3.

The answer can be none of the listed options if you choose to not to believe Peano axioms. If 1+1=2 is based on the assumption that those axioms are true then you can choose to assume that your answer is always correct or none of the options are correct.
