Many of the 'foreign language' type of singers that I've come to appreciate, though I'am striving to utilize the songs to help me to learn the languages they're singing in, would be:

Eva Amaral of Amaral, a Spanish singer is very impressive; along with Soraya Arnelas and Shakira.
Gergana, a Bulgarian singer amongst many many others; like Rosava.
Chimene Badi and Najoua Belyzel; along with Tina Arena and Isabelle Boulay.
Sheila Chandra from India.
Ishtar, the voice of Alabina; a couple Turkish singers like Sebnem Ferah, Sertab Erener and Zezem Aksu.
Ofra Haza from Israel.
Eleftheria Arvanitaki, a Greek singer.
Sevara Nazarkhan.
Ani Lorak and Ruslana from the Ukraine.
Jane Birkin/Serge Gainsbourg.
Enya and Loreena McKennitt, as in some are in an old Scottish-Gaelic and/or Keltic language, if not mistaken.
Vicki Carr is probably one of the best singers I've ever heard; she sings a lot of Spanish so that is why she is listed here.
Christine Guldbrandsen of Norway.
From the Far East there would be Boa, Lee Jung Hyun, Ayumi Hamasaki (Ayu) and Hikaru Utada (Hikki).
Also like Nawal Al-Zoughbi.

I need to really update my CD and DVD collection. Probably the favorites from the above list would be Amaral, Ruslana, Sebnem Ferah and Chimene Badi in my level of appreciation along with Alizee.

yeah... if u like Nelly Furtado , there is a compilation series you should check out called "Euro Club Hits" --

it's pretty clear that dance music is coming back around the world -- just check the recent big American hip-hop and R&B

hits which are clear rip-offs of the european dance style.....
