It isn't too hard to do it, you just have to have a program to make ".ico" files (assuming you're using xp, I can't vouch for vista). In order to make them, you can either get the plugin for Photoshop (which is attached, with installation instructions) or you can get a separate program to make them, like GIF Movie Gear.

Once you have your .ico file made, you simply right click on the desired shortcut, select Properties>Change Icon>then select the directory for your custom .ico file and select OK. Voila a custom icon. There may be other ways to do this, I'm sure, this is just the way I know how. Hope this helps!
